When talking about 2010 Census technology, no one who evokes Hollerith cards should be taken seriously.
According to Wikipedia, Hollerith died in 1929. He cannot help us with the 2010 Census. His technology
speeded tabulation of the 1890 census. Hollerith technology is irrelevant to data collection.

For the record, Hermann Habermann was Director of the United Nations Statistical Division (not Fiscal Division) prior to his appointment as Deputy Director of the U.S. Census Bureau. Louis Kincannon was head of the statistics program of the Organization for Economic Cooperation and Development (OECD) prior to his appointment as Director of the Census Bureau. As the interview makes clear both Hermann Habermann and Louis Kincannon had very extensive experience in the U.S. federal statistical system prior to their work at the UN and the OECD.
