    The missing Census 2000 daily mailback rates data set has resurfaced at the Census Bureau.
    Or been remanufactured. Without further explanation from the Census Bureau,
    do not believe the plot that purports to compare 2010 Census and Census 2000 mailback rates at
    http://www.scribd.com/doc/30654813/2010-Census-Press-Briefing-April-28-2010

    There were no “participation rates” in Census 2000. The plot does not tell us if the 2000 rates are mail response rates or some kind of adjusted mail return rates.
