Census Bureau creates a new operation (late in the game)

For the past week, MyTwoCensus has received reports that the Census Bureau is undergoing some NEW unscheduled/unplanned operations. The question now is WHY? Was the previous data poor?

Here’s an e-mail that was recently sent to 2010 Census managers:

ACTION:  July 30, 2010  NRFU Residual Follow-up Ops Log
Regional Census Centers should share the appropriate portions of information in this Ops Log with their LCOs

This is the first Ops Log related to the recently added NRFU Residual Follow-up Operation.  The operation universe, rules and procedures are in the final approval stage, but we are providing the following  field dates to aid in planning:

  • 8/11 Scheduled release of PBOCS for NRFU RES for Assignment Prep
  • 8/12 Begin Field enumeration
  • 8/21 Begin Final Attempt for cases
  • 8/24 End of field enumeration
  • 8/25 All EQs MUST be shipped to the data capture centers

Highlights of the operations are as follows:

  • Training will be similar to VDC in that we will provide a Job Aid for Enumerators, Crew Leaders/Field Operations Supervisors and NRFU Residual section for the Office Manual.
  • We will provide information on the size of the universe by early next week.
  • Assignment Preparation will very similar to NRFU VDC.
  • Field staff active in NRFU VDC will be available in NRFU Res.
  • Enumerators should be encouraged to get as many accurate interviews as possible during the short enumeration period based on the status of the address as of April 1, 2010.   What this means is that they should visit during the best time to catch the occupants at home and to continue to contact every address in their assignment before going back for the second or third attempt.
  • There will be no added HU during the operation.
  • There will be no RI attempts during the operation.
  • The Operation will use Operation Code ’91′ and Task code ’091′ for payroll

    Dang … the astronomers and physicists should be grateful for such rapid assistance.

    Remember when a twin razor blade was the great innovation? Yep, we would never need more than two bites, that is until triple blades rolled out. I believe one can buy a disposable with five blades now, looks like a tiny louver vent.

    How much redundancy is too much in NRFU, or rather this sequel to the sequel to NRFU? Can anyone spell C.Y.A.?

    This looks like a two month operation squeezed in 14 days.

    “Field staff active in NRFU VDC will be available in NRFU Res.” Huh? When are we to be told about this, and are they so sure we will be willing to swim a phirana-stocked tributary of the Amazon again so soon after being dumped like a bowl of chicken bones after the picnic.

    I am still on VDC, doing work in the field, along with only one other enumerator from my original VDC crew. We were tasked to finish up the VDC cases where a proxy gave information. Then I find out that the operation might go until late August. I said ok, but I was wondering how that could be if I only have less than 10 cases to complete. Now I know.

    My best guess is that this is a clean-up op caused by the NRFU operation being brought to an abrupt halt in June weeks ahead of schedule. There were many loose ends still in NRFU when both office and field staff was told to wrap it up in 48 hours.

    It was during this time that office and field staff morale sank as it appeared that a full and accurate census was no longer a priority. “Get it done now so that somebody somewhere looks good on a report.” So now we have Son of NRFU which hopefully will correct/complete NRFU.

    Field staff morale also continues to suffer as they are ordered to revisit/recheck on the phone the same cases over and over. Helpful citizens who gave their phone numbers to field staff while providing proxy information in May-June are now be recalled and asked to reconfirm information. If I was on the other end of these phone calls, I would make a mental note to never be helpful to the census again.

    There has to be a better way

    From the 2000 census data collection report:
    “More than 98 percent of NRFU enumerator questionnaires were checked-in sometime during the official NRFU start and end dates. About 1.6 percent of the NRFU workload was checked-in after the end of NRFU. These were primarily population unknown (code 99) cases or lost questionnaires that were recontacted during the Residual NRFU operation.”
    In 2000, the POP99 and the RES were two separate operations.

    The call to arms this go around is to return to the field to verify addressess that were classified as Occupied based on information taken from Proxies.
    At first blush the folks upstairs think the Proxy Use rate is too high.
    Test and test again it seems.

    The get it done now NRFU operation and the threats if you did not, seem to be part of a plan. Those that were willing to put the Managers before an accurate count for the peoples sake, are those that are still working or will be in August. If you tried to get it done right the first time there would be no work now. We had a FOS that during VDC promised that if the people got the work in first they would be in on the next project. Even with that the FOS could not get it done right. With cover ups and falsification the FOS did get himself and his crew into VD. I’ll bet his work will be the first to get redone by the office by special OOS’s. Go figure!

    Ah, a conundrum. Basically, the mission of the US Census is to get an accurate count of everyone living in the United States of America. The mission of the various levels of management of the US Census is to come in first – whatever that means and whatever that takes. I’ve worked every field operation of the 2010 Census starting in February of 09. Field staff, and often the local Assitant Mangers were consistenly treated as if they were slackards and idiots. There were pep rally’s to get us charged up to beat another LCO or region – beat in finishing fast, never a word about accuracy. I have heard and read that LCO level assistant mangers and above get bonuses or a boost up the career ladder based on how their office/region etc finishes. Whatever the reason, it is systemic throughout the US Census. I’d like to know the facts. Is there a bonus system, what is it based on and who gets what. And what it was intended to accomplish?

    If I’m hired back, I wonder if I can now go back and try to find someone for a couple of special assignment addresses that I only had a 48 hours to complete. If the census holds true to past form they’ll probably assign someone else and not even give them my detailed Info-coms.

    Saw the RES book a few days ago. Supposition in the office is that we haven’t met our quota of casualties and now they’re sending us back to the hostiles in our high-ranking HTC area to see if we can finally make them snap. There’s a reason they didn’t send the Qs back, nor answer for NRFU, and killed their neighbors who might rat ‘em out…

    Yes indeed to Peg; the chase of #1 spot is on, and the room is shrinking like in that scary dream faster than you can squeeze out the door. You’ll all get a memo on this whole thing, which corrects the memo three months ago when everything you did, as it turns out now, was wrong.

    Call it “Just-In-Time”, as we do at Census!

    Speaking of memos- FLASH! Any recruiting records the likes of 315s etc, possibly thrown out months ago, are now to be recovered from the recycler and reconstituted into their original shape, then sent into archives. Sorry for the inconvenience. As staff are being cut to 2 per office by next Sunday (hahaha), it’ll be a little extra work, but hopefully the shredder people are close to home and have flexible hours…

    Is this new op the same as FV – Field Verification, or is it an additional operation? Just wondering, because the training for FV was yesterday (Aug. 4th.) The timeline in the memo above indicates a starting date of Aug. 11, but no training date. Confusing….

    Training for this new operation should take all of 5 minutes. :’)
    From what I understand the pupose of this new operation is to inventory addresses that were “determined” to be occupied using a proxy. Therefore, in ceratin areas where the proxy rate is determined to have been too high in the prior operation Enums will be going back to occupieds with the intent of speaking with the actual resident. Word is that higher ups are having a kitten as they feel the data recieved is not accurate because of the high incidence of proxy use. Three more visits. The public is really going to enjoy this.

    Yes the public will love it, as probably many/most of the occupied addresses that we had to use a proxy for were refusniks and enumerator abusers.

    If I’m called back, I think I will pass on it. Had my fair share of Texas redneck republicans who think that shouting or being rude to a census employee somehow affects the way the Mr. Obama sleeps at night.

    I am just happy to have a paycheck coming in for the two or three weeks of 2010 Census work! I’ll do whatever they say. If they want me to go to an empty house 12 miles (one-way) away from my house 7 times over the 14-day period to verify the house is vacant…. SOUNDS GOOD TO ME! I hate when the government wastes money… but when they waste the money on me… I love it!

    Census Guy – haven’t you learned by now that there is no such thing as a “refusal” in the Census? If someone refuses, you move on to a proxy, if they refuse, you move on to another proxy, and so forth and so on until SOMEbody, SOMEwhere, answers what you want/need to know. No such thing as a refusal at our LCO.

    I can understand the concern about proxy abuse. Halfway through NRFU, the LCO issued a verbal directive that enumerators could use themselves as a proxy. In my opinion, that was a bad precedent that simply invites abuse. I only used myself as a proxy once — on a vacant lot — but in VDC, one fellow turned in 20 EQs with himself as the proxy, hmmmmm……
    And NO, he was not the caretaker for a group of apartments.

    Well, if the LCO calls me, I will work the Census again. As screwed up as it is, the Census pays $5.00 more than my other part-time job. The economy sucks right now, and my 30 years as a professional haven’t yielded any jobs. I’ll go back and knock on doors and take the verbal abuse again in 100 degree heat. Plus, I feel that I really do a high-quality job. I never quit until I am satisfied that the EQ information that I turn in is the best information available. Yeah, I know — obsessive-compulsive disorder!

    There is such a thing as a refusal. And different LCOs seem to treat the matter in a different way. It goes almost without saying that if resident A, refuses to talk, you go find a proxy. The question is, whether the LCO’s policy is to send you, or another person back to the residence to attempt to interview the resident after he has refused and told you to get off the property. Fortunately in My LCO such a refusal gave us permission to proxy hunt, but it appears from this board, that not every LCO was that understanding.

    In our LCO if you got a refusal you assigned the case to a different worker and let them take a swing at it. The thinking goes that someone might not answer the door for a middle age white guy but will for a young hispanic girl… There is some validity to it, I saw it work.

    About proxies and their use – I can’t get over this feeling that someone thinks we are living in the 1950′s… That dad drives in at 6:00 and mom is cooking supper while the kids are doing their homework.
    It just doesn’t work like that anymore, and let’s not even mention apartments…

    Oh, how I’ve waited to say these things. I can only sigh w/relief&tell all u guys who really think this Census gig was “helpful” or the standard “oh no sir, this info is used to determine how much money our schools get and how many representatives our state gets in DC”…what a crock. Look, I did adcan, nrfu, and nrfu vdc, and EVERY STINKIN TIME,it happened….we weren’t even out of TRAINING CLASSand our CL had his (I use this term w/my ass twitching) BOSS calling him telling him that we need to hurry up,finish our training& get out of class&get this operation done. It was a joke, clearly the boss(gag) was trying to complete his operations before months end for his pretty little bonus. And before anyone debates the bonus card, its too late! We know they get a bonus check. Its true or I’m not sitting here. And it was so odd that our “newer and earlier” target date for completion on seemed to fall on the 31st or 30th of each month. Strange, wouldn’t you say? Moving on, we were told to finish early by making all 3visits in 1(count em) ONE DAY. And on the 3rd visit in said 1day, FIND A PROXY. Doesn’t matter who, where, how, FIND ONE. We were enticed to fudge EQ info with the promise of more work, in our area or in another one, but we only had a shot at this “extra work” if we got done very quickly. We did…and no work came. We waited for the next op, it came…same game they played right down to the same BS line of “hurry and we can go work in”x” area” they never even bothered to change their lines, just kept reading that same tired script. I personally had an unknown LCO show up to ask me about an address or two, only to find that she(or the lady w/her) HAD TAKEN A PENCIL AND FILLED ADDRESSES INTO THE PROXY INFO SLOT THAT I HAD NEVER WRITTEN ANYTHNING INTO. And she points to the freshly forged info section&asks if that address is correct! I reply “uhh that’s NOT my handwriting” to which she says “oh well we assumed the address matched the address ON THE LABEL ON THE FRONT OF THE EQ” I almost puked on her from the choking stench of stupidity that suddenly filled the air. I replied “mamm, why would I put a HU was vacant, get a proxy, and then USE THE VACANT HU AS MY PROXY’S ADDRESS??????” And, much like a neutered dog, she didn’t get it. At that point, I gave up&considered invading Mexico. Surely they speak English down there since all the friggn Mexicans are up here in my country. But apparently, that’s just fine as long as they all vote for the right candidate.Oh boy I feel the nausea backin up again. Enoy that Census info tho, and remember, all the bullshit was in the name of good government(gag puke hack)

    The only reason our proxies are so high is because of all the Assisted Living facilities in NRFU. These should have been counted in Group Quarters, but the census rules say to count them in NRFU.

    I agree that the abuse during VDC was the worst yet. I seriously considered turning it down but unfortunately no new job yet so back to the census I go. With the way they cut every operation short this will probably be over in a week.

    Finished VDC today. Others from my FOS were called to train for FV on Wed 4 Aug, I was not, they are now working that op. Was called this evening for RES training on the 11th. Should be interesting.

    I hear a lot of people who say that they were asked to “fudge” EQ’s and falsify data. I would never agreed to this request from anyone; it is your butt on the line. Luckily, I had great CL’s for both the NRFU and VDC and that was never, ever suggested. That being said, as a CLA for both (I was in the field 99.9% of the time)we have suspicions that some Enumerators may have done this on their own.

    That being said, you have your answer to what NRFU RES is all about.

    1. In cases where the status changed from “Vacant” to “Delete” (or other way around) there will be another VDC check.
    2. During sampling, if more that 3% of the Enumerators EQ’s were found to have “errors”, all their EQ’s will be Enumerated again.

    Anyone who particpated in the VDC will agree that the public was not happy to see us back during the VDC…expecially apartment managers etc…
    This next operation will be interesting. Training for CLs starts Tues and the rest Wends. Duration 2-3 weeks? We will see, but I am happy to have the work.

    Southern CL, Did they tell you how long the Traning for NRFU RES is going to last on the 11th? I also got a call last night for this operation too, but was told the training would be on the 12th, didn’t say how long, but based on the VDC training and using all experienced enumerators, would guess less than 2 hours which would include the re-doing the badges and handing out the Census bags with our AA assignements. Good Luck to All…

    Universe
    In the context of a US census, “universe” has nothing to do with astronomy.
    Universe refers to the list of addresses to be enumerated in the operation.
    If you were working on a sample survey, the list of addresses would be called the sample.
    But as you are working on a census, the list of addresses is called the universe.

    All I can say is I’m glad this operation is in place, my only regret is that the same people who did a lousy job the first time will get one more chance to to put in enough weeks for unemployment entitlement. Now maybe it was none of you here because I’m sure your performance was always stellar. Never charging not 1 min of extra time or always using a reliable proxy, always going to locations on different days at different times of day. Let’s say for argument sake I am referring to the other guys. What’s the definition of insanity…Doing the same thing, the same way and expecting different results.
    Just reading some of the responses it’s laughable. Everyone seems to know the answer but no two comments are the same. Maybe we ought to change the website name to drop a dime and then we’ll get accurate information.

    I personally believe the greatest inaccuracy (and a significant undercount) is when the enumerator has to use the apartment manager as the proxy. Almost always they will only reveal the number of people on the lease which is generally one or two and is often a fraction of the actual residents.

    NRFU RES. Yes one last ditch effort to try to correct there mistakes set by Vivian Roscoe a RCC manager over TN and KY. I am the AMFO in the Middle Tenneesse area at LCO XXXX and this is the only way that the census can try to correct there mistake of rushing CL’s and enumerators during NRFU. But now repondents don’t want to see a census worker in at there house much less have to speak to or answer questions agai. It is to late now to try to correct the Population 99. This could of been avoided by allowing a 8-10 week operation NRFU stay as an 8-10 week operation instead of trying to finish 4 weeks early so that some RT thinks that she will be getting a permanant job with the Census. Oh! and the bonuses for managers are a joke! $100.00 !!!

    pittsburgh area — got called on friday the 6th for nrfu residual training on the 12th. was told by johnstown lco that we were to visit those who “fell between the cracks” and had yet to be counted…i asked specifically if these were refusals since this was the rumor during nrfu vdc/special projects that i just completed; was told no. we’ll see. my crew leader will be the fos, which gives a hint as to the shrinking universe….

    Working as an enumerator for the VDC operation I found there were quite a few EQs that the original enumerator marked as vacant or delete, using a proxy of course, that were in fact occupied on census day. In fact, I had re-visit assigned by the LCO that was a rush job (get binder in morning then turn it in later that day) where the original line in the NRFU AA binder was xxxxxx and a name was printed because the occupant had sent in their census; yet the VDC enumerator marked the place vacant. Screwy. I went there and sure enough the residents had been there for years, plus there was an occupied upstairs apartment that was and had been occupied. Not sure how the original VDC enumerator could think it was vacant, much less find a proxy to say so, unless they were at the wrong address.

    Going to the wrong address happened quite a bit though… so I suppose that is the most likely scenario.

    This followup op will allow me to use my introductory phrase that seems to get me a pass with the homeowners that are sick of census workers: I’m here to do a followup of the followup on the followup census operation that was done wrong the first time and likely someone will call you to followup on what I turn in. On what phone number would you like to be harrassed next?

    Midwest CL,

    I had the same experience as you did. In fact, I just turned in a VDC case that we as a VDC crew visited at least 25 times. No neighbor wanted to be a proxy and the resident was never home, and, when home, ignored the doorbell. We could see the TV on. The resident outlasted almost the whole crew, who got dismissed last week, but, he did not outlast me. I actually could not believe how pleased I was after the EQ was finished.

    I had heard my VDC area was lagging behind during the original NRFU. We guessed that the original NRFU crew marked difficult to enumerate apartments vacant during the big rush to end the operation in mid to late June to pass them on.

    This past weekend the LCO in this area held a “blitz” – anyone they could find who was available was called in to come check VDC binders for obvious discrepancies, particularly duplicates (which VDC enumerators were supposed to catch). Some of those will certainly end up in Residual.

    My county has been done with VDC for over a week – this week I got called in to switch to clerical work, which even at the reduced pay beats no hours doing enumerator work. Most of the crunch is apparently working toward residual. Stacks of nearly 6000 binders to sort through to separate the good from the bad, dozens of boxes to lift…dang I hope they figure out computerization and automation in the next 10 years and find a contractor to build the systems that doesn’t suck.

    I worked as a CLA for the NRFU, VDC and now for the RES I will be an enumerator. The title doesn’t matter because I was always in the field enumerating the first two operations.

    I think it is funny that there are a bunch of CLs and CLAs that were selected as “the best of the best of the best”… because remember, VDC selection was only the “best of the best”. The CL’s and CLA’s I have talked to are all freaking out because they have never knocked on a single door! Now they are being thrown into an environment where the public is ready to revolt!

    As CLA, I was always in the field. I turned in more EQs than any Enumerator and my only perk was the title for my resume and admin work that was given to me as a “thank you” when I would run out of EQs. And it was real work; I never got a “free ride” nor would I have wanted one.

    It is going to be so funny to see the former CLs and CLAs that sat in the office (like my counterpart on my team) all of whom have never been in the field just get hammered by angry people. For most of us, it’s just another day at the office…glad to have the work. Let’s see how the paper pushers actually produce in the field this late in the game. It is almost like a science experiment.

    I believe the CLA’s were the heroes of the 2010 Census.

    Granted, I had plenty of work, responsibility, and accountability as a Crew Leader. And I was the one who had to deal with crap from the LCO and my FOS.

    But my CLA’s were truly amazing. I’m so glad I didn’t have to act as a manager AND Enumerator. My CLA’s did it without complaint, and for $1.00 less per hour.

    I am a Census worker in the state of Florida. All of the offices in the state were initially advised that night time differential was not authorized for the 2010 census. Consequently, no employees were paid for working the evening shifts. After many complaints from disgrunted employees, the Atlanta office directed all offices to prepare spreadsheets detailing the total amount of hours employees worked that encompassed the night differential schedule. It has been eight months since these reports were prepared and submitted to the regional office. Not one employee has receive the wages due.

    The former workers say they are not disgruntled because they never intended to make a career at the Census Bureau and knew the jobs were temporary.

    What has them most upset is that by being terminated, they are now eliminated from ever working for the federal government again.

    IS IT TRUE IF YOU GET A MISCONDUCT CODE YOU CAN’T EVER WORK FOR THE FEDERAL GOVT AGAIN?!? ANY CHANCE OF GETTING THIS REVERSED? I AM THE TYPE OF PERSON BACK IN SCHOOL THAT NEVER GOT A BAD CONDUCT GRADE OR EVER HAD THEIR NAME ON THE BOARD, BUT DUE TO A FOS WHO DID NOT LIKE ME GOING ABOVE HER HEAD OVER AN CREW LEADER WHO WAS A BUMBLING IDIOT THAT I WAS BACKING UP AS A CLA SOMEHOW THEY MANAGED TO SNEAK IT THRU AND I WAS NOT NOTIFIED UNTIL WEEKS LATER WHEN THE SF-50 JUST CAME. IT WAS DURING THE TIME THAT CELL PHONE SERVICE WAS DOWN IN THE SOUTHEAST AND THEY SAID ALTHOUGH I HAD ENOUGH CONTACT WITH THEM THAT I HAD NOT EVEN THOUGH I WAS IN CONTACT WITH THE OTHER CLA. I WAS A CLA THEN TOLD I WAS NOT. I HAD CONTACT AND TURNED WORK IN REGULARLY TO HIM BECAUSE I WAS AT THE POINT I WAS UNCOMFORTABLE WITH THE CL & FOS. FINAL PAYCHECKS STILL READ CLA AS I WAS THE OFFICIAL ONE SO THE FORMS WERE NEVER TURNED IN TO CHANGE THAT. I NEED THIS REVERSED I WAS HOPING TO HAVE A FEDERAL CAREER ->BEST BET ? OR DOES ANYONE REALLY THINK WITHOUT MY SS# OR AN EMPLOYEE ID OR BIRTHDATE ON THE SF-50 THAT IT WILL EVER REAR ITS UGLY HEAD AGAIN? IF I WANTED TO DOES ANYONE THINK IN 10 YEARS I COULD NOT REAPPLY?

    DOES ANYONE THINK THESE SURPRISE OPERATIONS AND EXTENSIONS OF EMPLOYMENT ARE A WAY TO SCREW WITH THE UNEMPLOYMENT NUMBERS AND THE NATIONAL AVERAGE AND DRAG OUT THE TERMINATION PROCESS SO THE HIT DOES NOT COME AT ONE TIME ?

    Sry to hear your woes HMMPH, I had to “break the chain of command” but was due to payroll issues and lack of communication with my CL and the rest of the winners at my LCO. Really hope you can appeal that buddy.

    I just finished RES and I have to say my biggest disappointment is ending the Decennial Census on a bad note. I was ranked #1 in NRFU and VDC for my region. For RES, my CL (for NRFU and VDC) was made CLA and my CL was some guy I never met. I was put on his team by the FOS because they had far more EQs than my old team. His team…I don’t even know how they made it through NRFU! They were asking stupid, basic questions right to the end. I had no questions and never needed his help. I finished my EQs (I was assigned far more than the others by the FOS)6 days early. He purposely kept me from getting any more EQs. He needed to be needed (although he never knocked on a door.) I reassigned EQs to people on his team who STILL HAD EQS!! He had my attend every meeting and always shot insults my way because I would simply ask for work. My old CL, who also hated him, started to assign me EQs from her team without his OK. He was annoyed. Why, because I was doing a GOOD JOB and DIDN’T NEED his stupid advice. He threw a nice parting shot at me on our last meeting. Insecure? Oh yeah. My old CL was disgusted! I am so furiuos. By not giving me work, he basically stuck his hand in my wallet and stole a couple hundred dollars from me because of favoritism. He also did not put my name forward for the Field Rep. job (although he told me he did). The FOS saw the list and said “why isn’t Jack’s name here”? She added it. He continued to claim he added it although I was told by the FOS he did not. This guy is the biggest jerk I ever met!
