Message Body:
I work in Houston, and want to post anonymously due to not wanting a backlash, and loss of job.  I am a position of management for the Census, and what is being done is illegal.  We are expected to produce high numbers, in a short amount of period.  The worse part about it, is we are NOT expected to receive overtime.  We have been instructed to doctor our time cards,  in order to not be paid overtime (ie putting hours worked on the next weeks timecard).  The Census employee manual specifically states that this should not happen.  I hope this is brought to attention, to bring Census employees their rightful due.

McHenry: Why Is a Census Official Tied to the Blagojevich Scandal?

WASHINGTON, DC… Congressman Patrick McHenry (R-NC), sent the following letter to U.S. Census Director Dr. Robert Groves questioning the Bureau about a local Census official tied to the Blagojevich trial.

Dear Dr. Groves:

This week the director of a Census Bureau office in Chicago, Joseph Aramanda, appeared as a witness in former Illinois Governor Rod Blagojevich’s corruption trial.  Although Mr. Aramanda testified under immunity and so will not be charged himself, he was involved in some extremely questionable money transfers at the direction of Blagojevich associate Tony Rezko.

This is unacceptable.  The Census is too important to be caught up in a corruption trial.  Mr. Aramanda manages a significant number of employees and his deep involvement in the Blagojevich scandal tarnishes the reputation of the 2010 Census.

I strongly encourage you to reassess Mr. Aramanda’s employment status with the Bureau.  I would appreciate your quick response on this timely issue.

MyTwoCensus Editorial: Current Census Bureau official involved in Blagojevich scandal must go…immediately!

MyTwoCensus is disturbed to learn that a man so deeply involved in the Blagojevich/Obama-Senate-seat-for-sale scandal is now employed in an upper level management position by the Census Bureau in Chicago. Even if the man, Joseph Aramanda, has not been convicted (yet) of  a crime, his reputation for being involved in illegal activities seriously undermines the credibility of Census Bureau operations in Chicago. In a city with corruption linked to 2010 Census advertising, the public should not have to worry that upper management positions are being filled by individuals who are directly tied to government corruption and fraud. Furthermore, Joseph Aramanda’s experiences as a pizza franchise owner (his job prior to the Census Bureau gig) don’t qualify him to be in charge of 1,000+ employees. This is particularly troubling at a time when there are  many hardworking, educated individuals with office management experience in the Chicago area who can do the job just as efficiently. MyTwoCensus.com will be pressing the Census Bureau to fire this man immediately, as his association with the Census Bureau tarnishes the reputation of the 2010 Census. That the suits in Washington could let a man so deeply embroiled in scandal run the office of one of America’s largest LCO’s is extremely troubling and indicative of larger problems.

These days Joseph Aramanda manages a U.S. Census Bureau Chicago-area office and its 1,000 employees. But it was in a different capacity that he showed up for the government Tuesday at the Dirksen U.S. Courthouse — witness in the corruption trial of former Gov. Rod Blagojevich.

Aramanda took the stand to explain how he was lured by Blagojevich insider Antoin “Tony” Rezko into becoming a middleman in money transfers that prosecutors claim helped obscure cash siphoned from government-related deals and illegally destined for Blagojevich, Rezko and others.

Blagojevich wasn’t directly linked to the complicated chain of financial transactions described by Aramanda, who will return to the stand Wednesday. But prosecutors are clearly using his testimony to explain how Rezko, Blagojevich’s friend and political money man, operated to benefit himself and the ex-governor.

MyTwoCensus analysis:

1. Respondents are facing additional burdens because questionnaires are not being handled properly. The report doesn’t go far enough in criticizing the Census Bureau for creating a system whereby sensitive data is just laying around for long periods of time , thereby compromising the data’s confidentiality.

2. As has been discussed in recent weeks on MyTwoCensus.com, there are no guidelines that state whether enumerators can use the Internet to determine proxy information. A memo was sent out about this a couple of weeks ago, informing field workers not to use the Internet, but it is unknown whether this memo reached everyone. Either way, it was sent way too late in the operation to be effective as most enumerators are likely already set in their ways of tracking people down.

3. That 1/3 of interviews were proxy interviews is an unacceptably high figure.

4. Enumerators should never have to give out their personal phone numbers unless they are being compensated by the government or have this written into their contract as part of their job description.

MyTwoCensus Investigation: Is Florida already gearing up for a challenge to its 2010 Census figures?

First, here’s some background: States and municipalities have the power to challenge census results. For instance, just this year the Census Bureau admitted that its numbers were faulty for a number of locales around the country and eventually adjusted the totals, immediately effecting how federal funds were/are distributed. A few days ago, Microsoft released a press release stating that it is now operating a software system for the state of Florida that will help the state identify areas where the Census Bureau may have screwed up and failed to count people.

site note: maybe I should sue Microsoft/the state of Florida for infringing on the mytwocensus name with myfloridacensus? any lawyers out there want to advise me on this one?

The press release states the following:

“The Florida House of Representatives is making one final push over the next month for its state residents to be counted in the 2010 Census, through its MyFloridaCensus (http://www.myfloridacensus.gov) website and Web-based application. MyFloridaCensus is an innovative component in Florida’s overall effort to ensure a complete count of residents during the ongoing 2010 Census, supplementing door-to-door canvassing, which ends nationwide July 10.”

Ostensibly, if Florida doesn’t like its total population count as identified by the Census Bureau, it will happily use data collected through myfloridacensus.com to fight the Census Bureau in its challenge. Does this mean that the stage is already being set for yet another bloody recount in Florida, this one to take place in 2011, ten years after the last one rocked the nation and changed the course of history?

In Nebraska, workers are shifted between Omaha and Lincoln at a tremendous cost to taxpayers

The Omaha World-Herald has taken on an issue that I have written about extensively in recent weeks. How does the Census Bureau justify the costs of workers traveling large distances and putting them up at hotels while local workers get paid to sit idly or are terminated?

A waste in U.S. Census operation?

The U.S. Census Bureau has brought in more than 30 out-of-town workers to conduct door-to-door surveys in Omaha, even though some Omaha census employees say they don’t have enough to do.

The Census Bureau expects to spend $42,311 on hotel rooms and food for the workers, who are from Lincoln and other Nebraska locations, said Russ Frum, assistant regional census manager in Denver.

He said there are “about 38” such workers. The Census Bureau expects to pay for 315 hotel room nights. That would work out to about eight nights per employee. Most started June 4. They’re scheduled to leave Friday.

The workers, known as enumerators, are knocking on doors to collect census data at households that did not mail back a 2010 Census form. They’re trying to catch people at home to ask them the census questions in person, or on the telephone. It’s what the census calls “nonresponse follow-up.”

Frum and an Omaha census official, Jackie McCabe, said the expense is justified. They said data collection was behind schedule in some areas, especially northeast Omaha.

“We have brought experienced people in to finish an area that did not appear was going to be finished on time,” said McCabe, local census office manager for Douglas, Sarpy and Washington Counties.

The out-of-town workers are Nebraskans, she said. Local managers had tried to find Omaha crews to complete the surveys in the areas that were behind, she said. (more…)

With latest jobs report, the Census Bureau’s failures to report training hours and part-time jobs come to light

For most of you, this is old news by now, but I hesitated to report it because it would probably just make you more angry. It recently came out that most of America’s new jobs are temporary Census Bureau positions that will soon end, which is dismal news for the economy. As MyTwoCensus.com observed, some people on the right are outraged by what they report as false job statistics since Census Bureau employees have been hired and let go (for various reasons) and then re-hired to work for other 2010 Census operations down the road.

FoxNews published reports from Commerce Department and Bureau of Labor Statistics spokespersons:

Commerce Department spokesman Nick Kimball:

“The Census Bureau — like all other employers — reports the number of individuals on its payroll for the specific week the Labor Department uses as a point of reference for measuring the nation’s level of This is not a tally of positions filled during the past month — instead, it is the number of actual individual human beings who received paychecks that week. That number can then be compared to the reports from previous months to understand the changing jobs environment over time.”

Bureau of Labor Statistics spokeswoman Stacey Standish:

“Each month the Bureau of Labor Statistics’ (BLS) Current Employment Statistics (CES) program publishes the employment levels for total nonfarm and component industries. Establishments, including the Census Bureau, are asked to report the total number of workers on their payroll. That is, the establishment is asked to report the total number of employees who worked or received pay for the pay period that includes the 12th of the month. The CES program does not ask establishments to report the number of new hires or created, or the number of persons who were laid off.”

Shelly Lowe of the Census Bureau’s public information office commented on a MyTwoCensus post:

First, the Census Bureau does not hire, then fire, and then rehire anyone. Any employee who is fired is fired for cause. We train and hire temporary workers for various operations, most significantly Non-Response Follow-Up (NRFU) to complete work assignments. When the work is complete, the temporary worker goes into an inactive status. They may be re-activated if there is more work to do, or for another subsequent operation. At no time do we count a re-activation from non-working status as a ?rehire.?

The article goes on to state: “Labor doesn’t check the Census hiring figure or whether the jobs are actually new or recycled. It considers a new job to have been created if someone is hired to work at least one hour a month.

This is simply inaccurate. The Census Bureau reports to the Department of Labor and on our public website the number of people paid for work during a given week. We do not report the number of jobs. The Census Bureau reports the total number of unduplicated temporary 2010 workers that earned any pay during a specific weekly pay period. Temporary workers earning any pay during the week are counted only once. The Bureau of Labor Statistics (BLS) measures changes in employment levels — not the actual level itself — and looks only at the week which includes the 12th day of the month. It is simply not possible for Census to engage in the manipulation of data to artificially inflate the employment report of the BLS in the manner alleged by this news column.

So now we see that the number of people on the payroll each week is the number of people who are reported to the government. However, as we know from previous posts and reports by the Commerce Department Inspector General and Government Accountability Office, there are tons and tons of Census Bureau employees who are “trained” each week but never actually work. Furthermore, there are thousands of Census Bureau employees who are only working part-time. Many workers have twenty hours to work per week, tops. These  figures are not accounted for in the Census Bureau’s tally, which are further compounded by the Census Bureau’s frequent IT malfunctions making it such that Census Bureau employees who are on the clock are merely sitting around and waiting for assignments to come through.

After more than 22 years as the head of the Census Bureau’s Detroit Regional office, Dwight Dean was mysteriously and suddenly removed from his post earlier this week. Letters to MyTwoCensus.com have cited cronyism, bribery, corruption, inefficiency, and a failure to get the job done as reasons for Mr. Dean’s recent departure.

However, the Census Bureau has been completely mum on the subject and Mr. Dean has not answered or returned calls from reporters seeking clarification about what has happened. The Census Bureau maintains that Mr. Dean remains on the Census Bureau payroll and has not been fired. This makes us wonder: In what capacity is this senior administrator currently serving? Is he on paid leave? Is the Inspector General, the Government Accountability Office or the FBI investigating his actions? The Census Bureau won’t even admit that the man was arrested, as some MyTwoCensus.com sources have alleged.

It would surely be a PR disaster for the Census Bureau to admit that its data from the Detroit region (which includes all of Michigan, Ohio, and West Virginia) has been corrupted in some way for the 2010 Census — let alone during the past 22 years of Mr. Dean’s tenure.

Perhaps the comments section of MyTwoCensus.com provide us with the best insight:

He was the KING OF OVERTIME . Lets not find out why things work or do not work , just give blanket overtime. This guy pissed away a lot of overtime money to be number 1 or a close number 2. I also have heard stories about his cruelty to Area Managers . His cruel leadership style affected a lot of his RTs . Dean’s RTs had more power then his AMs , because some RTs were his pals and reported dirctly to him and it caused an uneasiness in the district. Those RTs that Dean brought back over and over again need to be looked at more closely. If nothing else I hope the RT leadership of intimidation comes to an end. You could always tell who was a friend of Dean’s in the RT world.

Another reader wrote:

“It’s a fact not a rumor. Dwight Dean, Regional Director, and all around God was arrested last week for misappropriation of funds. Basically he gave a government contract to a friend of his who owns a warehouse. (A big no no)

Dean did it on the sly by using his government-issued credit cards. He had other (higher ups) who worked for him use their government issued credit cards too.

Last week, US Marshals arrested him at work, escorted him out, the locks were changed, and there were dozens of witnesses. I worked two decennials for “Mr. Dean.”

He was a tyrant and an idiot. The corruption I saw. The waste of taxpayer money.

I’ve been looking over the press releases issued by, of course, the government. What a bunch of b.s… A cover up already. “They” are saying he left for “personnel reasons.” It’s disgusting.
Dean is being paid while on leave and no one will ever know the truth. I used to work in the Detroit Regional Office, Grade 12, – I know what I’m talking about.”

MyTwoCensus Editorial: Fingerprinting changes are long overdue because the media failed to report on the potential problems

For nearly a year, MyTwoCensus.com was the only media outlet reporting about the problems that the Census Bureau faced in terms of fingerprinting the 1.4 million people who were set to work for the 2010 Census. And we continue that fight today.

In December 2009, I reported that a convicted felon in Alaska was working in a supervisory position for the Census Bureau. This was discovered only after the man killed his mother and then himself. Clearly, this incident should have made calls for improved fingerprinting procedures at the Census Bureau obvious. However, the Census Bureau maintained the status quo and did nothing — fending off my questions and ignoring my concerns.

This incident occurred two months AFTER I originally posted the flaws of the 2010 Census fingerprinting process that were written by child advocate and fingerprinting expert David Allburn, who offered solutions to the Census Bureau that were ultimately refused. Allburn wrote:

(1) The Bureau should announce that trainees are responsible for the “readability” of their own fingerprints, and that fingerprint “failure” due to un-readability (or to discovery of disqualifying criminal history), terminates the canvasser’s employment. This stops attracting ex-felons who would intentionally blur their prints, but it is manifestly unfair to honest workers whose fingerprints are blurred by the inexperienced print-takers. This is fixed by step two.

(2) The Bureau should augment its fingerprint capture by adopting part of our patented “self-capture” technique. Invented by a war veteran, the method has applicants use an extra minute or two to make their own set of “backup prints”, observed and authenticated by the print-taker. Barcoded and enclosed with the cards forwarded to the scanning center, those self-captured prints are readily available for fixing any individual print impressions found “bad.” Well tested, this gets the cards through the FBI with the same dependability as live-scanning offers, typically twenty times better than the old rubber-stamp method now in use.

Only after a handicapped woman was raped by a 2010 Census employee and a sex offender was caught going door-to-door did the Census Bureau decide to change their policies. Is that what it takes to create “change” in America?

Census Bureau Director’s remarks from today’s press conference show significant operational problems/MyTwoCensus commentary/scathing criticism

The Census Bureau posted the remarks that Census Bureau Director Dr. Robert M. Groves made today online before they were actually said in public, so there wasn’t much of a need to live-blog the event. Please find the speech from Dr. Groves HERE, but I will also provide you with commentary and highlights below…

Here are the highlights from Dr. Groves’ speech and MyTwoCensus commentary (being updated as it is typed):

Dr. Groves says: “As I reported in our last briefing, one area of concern was our paper-based operational control system (PBOCS). Despite major problems at the onset, the system is starting to stabilize, and we are cautiously optimistic that we may be catching up on the check-in process.”

MyTwoCensus Commentary: Are you kidding me? Starting to stabilize? This system was developed two years ago and this operation is already more than halfway through its allotted time period. How can you spin this “cautious optimism” as a solution to a $3 billion operation?

Dr. Groves says, “The problems with this system seriously slowed the check-in of group quarters and enumerator forms in the field. Several field operations were affected. And we have had to implement separate alternative methods to handle the check-out and shipping of forms to the data capture
centers.”

MyTwoCensus Commentary: What are these “separate alternative methods?” Is the data safe using alternative methods? What are the costs of designing, implementing, and activating these new systems?

Dr. Groves says, “In the first week of the door-to-door (non-response follow-up) operation, the system was not reliable; work was assigned to enumerators through a manual backup to make sure that the no harm was done to completing the field work. ”

MyTwoCensus Commentary: What about the millions of taxpayer dollars that were wasted as workers just sat around doing nothing while they waited for assignments? Isn’t “harm” being done because the operation has a limited budget and wasted time means that the real work won’t be able to get done later on?

Dr. Groves says: “Right now the system is letting us check in about two million forms a day and if this pace continues we should be able to catch up.”

MyTwoCensus Commentary: And what if this pace doesn’t continue because the system continues to crash and operate without stability as it has all along? There have been a multitude of reports to MyTwoCensus that completed questionnaires are literally piling up by the thousands at local census offices because the “system” is unable to process them in a timely fashion. This results in the appearance that residences were not visited, and then enumerators get sent BACK into the field to re-enumerate the same individuals whose completed questionnaires are laying around collecting dust at an office until they are put into the system.

Stay tuned for tomorrow, when I will rail and rail and rail against the Census Bureau for their lax fingerprinting procedures. (This is something that I have been writing about for OVER A YEAR NOW, and the Census Bureau only changed their policies once a sex offender was hired and a handicapped woman was raped. Both of these incidents would have been unnecessary had the Census Bureau listened to the advice I and others posted on MyTwoCensus.com…)

Breaking News: Firing people from New York and hiring people from Denver, Colorado to replace them…

In the past week, many New York City Census Bureau employees have been terminated. MyTwoCensus.com has received substantial evidence from two individuals who have alerted us that since the Denver, Colorado region was ahead of schedule, they have since flown workers to New York, put them at hotels, paid them per diems, and provided meals for them. Yes, you are reading this correctly. A city of 8 million people does not have enough competence to complete a task, so the Census Bureau has recruited folks from Denver to help them get the job done. If this isn’t inefficiency, what is? More details coming ASAP.

Census Bureau’s official response to James O’Keefe scandal

The following statement comes to me from Stephen Buckner of the Census Bureau’s Public Information Office:

Statement on O’Keefe Taping of Census Bureau Staff


“Census Bureau policies and training are clear and require all employees to honestly submit accurate time records. Workers are instructed to report hours they work, which would include their time traveling to and from training. This is no different than the training session that Mr. O’Keefe attended in New Jersey, and during his previous employment with the Census Bureau last year. In his video, Mr. O’Keefe, an admitted criminal, does not disclose that he previously worked for the Census Bureau for nearly 2 months in 2009 without incident, allegation or complaint. That employment with us was well before his indictment and prior to his conviction of a federal crime last week.  The Census Bureau obviously does not condone any falsifying of or tampering with timesheets by its employees. We are investigating the allegations in Mr. O’Keefe’s selectively edited video
and will take appropriate administrative action with staff as warranted. ”

Background:

· Policies, procedures and training sessions clearly instruct employees to record the hours they work, which includes payment for the actual time traveling to and from training sessions. Mr. O’Keefe clearly did not include that, or the fact that part of his raw footage also shows trainers instructing new employees that they must record their mileage accurately.

· Mr. O’Keefe implies that the tapings occurred while he was still employed by the Census Bureau.  In fact, most of his video taping took place after his Census Bureau employment ended.  The Census Bureau’s stringent background check disqualifies individuals with pending federal charges or criminal offenses.  After O’Keefe’s background check came back, he quit before any action could be taken.

· None of the other new hires or Census Bureau staff attending the training sessions that were taped were notified or granted permission to be filmed in Mr. O’Keefe’s video. Many states have laws against such surreptitious tapings.

· Mr. O’Keefe, like all census workers, took a confidentiality oath for life to protect census data — the Census Bureau cannot by law disclose any personal information about a household or respondent that could identify them. We take this very seriously at the Census Bureau.

Detroit Regional Director is replaced mysteriously and at the last minute…WHY?

UPDATE: I called Census Bureau Asst. Director for Communications Burton Reist to follow up about this because I was tipped off that Dwight Dean was investigated for not following procedures and falling behind in NRFU operations. He said, “Mr. Dean is not currently involved in management. He is absolutely still employed…Wayne Hatcher from Charlotte has taken over the office and field operations in Detroit are running smoothly.”  Upon me asking him a load of other questions, he simply replied no comment. Well, we all know that running smoothly line is a load of horse sh*t…now to find out the truth about the rest of it…

In the past few days I received some tips that Dwight Dean of the Detroit office was given the boot, both suddenly and mysteriously. Today, my suspicions were confirmed when the Census Bureau sent out this press release:

Census Bureau Statement on the Detroit Regional Office

Detroit Regional Director Dwight Dean is not currently involved in the
management of Regional operations.  This is a personnel matter, and Mr.
Dean remains in the employment of the Census Bureau.  In compliance with
the Privacy Act, the Census Bureau has no further comment.

In the interim, Wayne Hatcher, from the Charlotte Regional Office, is
serving as Acting Regional Director in Detroit.  Elaine Wagner, Deputy
Regional Director, and Jonathan Spendlove, Assistant Regional Director,
continue to be involved with management of the office. Both are seasoned
managers, and Field operations in Detroit are functioning smoothly.  As we
do with all twelve Regional Census Centers, we will continue to work with
the Detroit Region to provide any support they need to ensure a successful
2010 Census and fulfill other regional responsibilities.

The Washington Post’s Carol Morello added this commentary:

The longtime regional Census Bureau director in Detroit has been replaced, but census officials are declining to discuss the reasons behind the unusual move, which comes in the middle of census season.

Dwight P. Dean, a census employee since 1969 and regional director for the past 13 years, no longer has managerial responsibilities as of late last week, said Burton Reist, a census spokesman. Dean remains on the payroll, Reist said. When asked what work Dean was doing, Reist said, “I’m not sure.” Asked if Dean was on leave, Reist declined to comment further, saying it was a personnel matter.

According to a census biography, Dean was awarded the Department of Commerce’s bronze and silver medals in 1986 and 1991.

Attempts to reach Dean were unsuccessful.

Ed O’Keefe on James O’Keefe (no relation)

Ed O’Keefe of the Washington Post has added some more info tot he James O’Keefe narrative from earlier today:

“Workers are instructed to report hours they work, which would include their time traveling to and from training,” said spokesman Stephen Buckner. “This is no different than the training session that Mr. O’Keefe attended in New Jersey, and during his previous employment with the Census Bureau last year. In his video, Mr. O’Keefe, an admitted criminal, does not disclose that he previously worked for the Census Bureau for nearly two months in 2009 without incident, allegation or complaint.

“That employment with us was well before his indictment and prior to his conviction of a federal crime last week. The Census Bureau obviously does not condone any falsifying of or tampering with time sheets by its employees. We are investigating the allegations in Mr. O’Keefe’s selectively edited video and will take appropriate administrative action with staff as warranted. ”

A Census Bureau official also noted that O’Keefe’s decision to videotape the training sessions appears to violate Commerce Department policies against recording conversations.

O’Keefe confirmed that he worked for the agency last summer for about a month compiling addresses as part of 2010 Census preparations. He was hired again this April and quit after two days of training before receiving further instructions in order to avoid any privacy concerns, he said in an interview.

From a contender to the title of “The Worst LCO in the Nation”

Well, it looks like the U. S. Census finally got the PBOCS software working. The solution, reduce the number of users from 10 to 2. This means it will take 5 times longer to key the volumes of returned enumerator questionnaires that have been stacked into boxes waiting for a clerk to key them.

While we are on the subject of questionnaires I would like to explain the process in our LCO (local census office), Macon Georgia.

!. Enumerators turn in their completed questionnaires to their crew leader who reviews them for completeness and then initials showing his approval. Enumerators are experiencing a large number of irate people that do not want to participate and have discovered it is easier to call the residence vacant of cannot locate than it is to try and get the information. No one likes to be chewed out and in a way I don’t blame them. A large percent of the population don’t trust the Census and wish to be left alone.

Residents are handing the Census envelopes they received in the mail to the enumerator and telling them to leave. These envelopes are not being mailed but are being thrown into boxes. At least if they were mailed, the people might be counted.

2. The crew leader brings them to the office where clerks log the receipt of “X” number of questionnaires.

3. Then they are given to clerks for review of completeness. We have about 30 clerks on three shifts doing this. Those that fail are returned to the crew leader for rework. The return rate is about 50% because Crew leaders are not reviewing, just initialing, and sometime not initialing. What company would pay for this amount of poor performance and then pay more to the same people to do the work again and even worse allow it to continue?

4.  Once the clerk begins keying another 20% of the forms are pulled out to be returned to the crew leader because the clerks did a poor job of their review. Another 20% to 30% of the questionnaires are sent to Data Collection office with incomplete information

5.  Where are the managers and supervisors? What are they doing about it? Well last month, the Area Manager took over the office but after two weeks she could not make a difference even with the assistance of three RT’s so they assigned another area manager who left two RT’s with us and one is acting LCOM (LCO manager) after firing the LCOM.  The acting LCOM can barely speak English and neither knows enough to do anything but contribute to the turmoil. They think the solution is to see how many people they can make miserable by denying them food and drink in their work area and not allowing them to leave except for a two 15 minute breaks and a 30 minute lunch. They must raise their hand when they need more work or have to go to the bathroom.  Next there is a field operations manager who has 3 office supervisors and 7 field office supervisors to help her. All are poorly trained and most are not supervisor material, The solution is to add two more Field Office Supervisors (both have less than 30 days experience) to supervise the office operations supervisors. To the Census, more is usually the solution not accountability for their actions. The same people that did poor work during Address Canvassing, and Group Quarters are still being paid to make a mess of Non Response Follow Up. These RT’s will not listen to those managers that years of supervisor experience and know how to solve the problem.  We probably will soon have a new set of RT’s and another Area Manager because nothing is improving.

6. Finally there is shipping of the questionnaires. The Census Bureau with their infinite wisdom decided to take some strain off the PBOCS by moving shipping to a DAPPS based program. This seems like a good idea but in doing so removed the checks and balance that PBOCS had which prevented questionnaires from being shipped without being checked-in. Now any questionnaire can be shipped. What a mess we are going to have.

Conclusion:

Management is the source of all problems within the Census; i.e., I should say the lack of management and it starts at the top. The U.S. Census has grown to be a management nightmare and will need serious restructure if it is to survive. All the public relations, TV commercials, nor increased spending can cure the festering sores.

I sense that these problems are common place throughout the nation. With all the problems that have come to light, we are previewing the Death of the Census because the problems will ultimately make 2020 Census impossible. How can the Secretary of Commerce keep a straight face when he presents the results to President Obama on December 31, 2010?

Today, the New York Times published an editorial that praises Congress for initiating bi-partisan reforms of the Census Bureau as it initiated legislation that mandates the Census Bureau Director’s term to be fixed at five-years, a plan that makes it easier to work around the decennial census. However, Secretary of Commerce Gary Locke and the White House were at first keen on this idea, but have now stalled the plan, despite seven former Census Bureau directors asserting that this is the best way to reform the Census Bureau. Robert M. Groves, the current Census Bureau Director, also supports this plan — but apparently the egos of the others have got in the way of progress:

The Obama administration, which should be supporting the bill, is instead raising objections. It has objected to a provision that would allow the census director to report directly to the commerce secretary. It also has objected to a provision that would require the director to send Congress the bureau’s budget request at the same time it goes to the White House.

However, the editorial strays from its initial goals later on and says this:

The census was in dire straits when President Obama took office, and it took a while for the administration to get organized. The 2010 count is now on track, thanks to the efforts of Mr. Locke and Robert Groves, the bureau director — both Obama appointees.

The New York Times has it wrong. The Census Bureau and the 2010 Census are not “on track” at this point. The myriad technical failures and other problems have already hampered the accuracy of this count and will continue to do so in the immediate future mean that the 2010 Census is NOT on track.

NY Post’s John Crudele continues war on 2010 Census hiring/firing practices

Last week, we posted that John Crudele of the New York Post has been fighting the Census Bureau over allegations that the Bureau is inflating national hiring rates because workers have been hired and fired for different stages of the 2010 Census. The Census Bureau’s spokesperson Shelly Lowe, has explicitly denied these claims in the comments sections of Crudele’s page and MyTwoCensus.com. But Mr. Crudele feels that his fight is worthy and just, so he has taken it a step further today by posting nondescript stories of people who have contacted him because they have been hired/fired multiple times (full article HERE). MyTwoCensus, at this time, feels that the Census Bureau would not explicitly lie about how they report new hires/terminated workers to the federal government but here are some case studies anyway:

* I was hired four times, counting last year and this. There’s lots of waste and poor management. I’ve wondered about the handheld computer (used by door-to-door workers.) I’ve no idea how many of these were purchased. They were only used last year in one effort and my understanding is there were a lot of problems.

* I’m in south Orange County in Southern California and I’m going door-to-door to people the Census says have not turned in their form. At least 60 percent of the people I speak to swear they’ve turned it in. We are supposed to visit a residence three times. (If we can’t contact anyone) we are supposed to try up to three proxies (neighbors or other people) to get information on a particular resident. So basically your neighbor can report how many people live in your home.

* Everything you reported is absolutely true. I was fired three times and rehired. I earned more going to training classes than (working). Several classmates didn’t get any work after completing training.

* I was hired by the Census on March 16 and my last day was April 19 at the bilingual question answering center in Rome, Ga. We had two days of training, of which one was just to get hired officially as a federal employee. I had a total of two people come by my location and ask a question — costing taxpayers $250 per question.

* I am a Census worker. I, too, can confirm that they are checking and checking. I checked homes that have already been checked by the “enumerators.” The next phase is to go and re-check the checks that we already did twice..

* It’s not much better in Florida. Our first day of training was a total joke. The supposed crew leader knew nothing. She didn’t even open the manual to prep herself. We spent four hours signing six pieces of paper, one of which we signed on the day of the initial test ing. The nightmare didn’t end when we got to the field. No work was available so we would sit in a meeting waiting for work for hours, which went on our timesheet.

On 5/28 at 8:43 PM we in the Brooklyn Central LCO 2223 received frantic calls to turn in our binders and EQs as there was no more work… how could this be when some of us had more than 20 addresses where we had not yet counted the people? How could this be when friends of ours were being hired to BEGIN their jobs with the Census bureau? We have been working tirelessly for three weeks and now this? Can someone please tell us what is going on?
