Why is Dwight Dean still on the 2010 Census payroll?

A quick search of the Commerce Department web site reveals that Dwight Dean is still employed by the Census Bureau even though he has long been removed from duty as the director of the Detroit region. Numerous tips have come in to the MyTwoCensus inbox with allegations that Mr. Dean engaged in substantial amounts of illegal activities while he was on the job.

Note: I have tried to get through to Mr. Dean numerous times by telephone but I suspect that part of the reason that I was unable to get through is that Mr. Dean permitted his secretary’s husband to be hired as a supervisor for the 2010 Census (can you say NEPOTISM and CRONYISM) after other hardworking individuals were wrongfully fired by Mr. Dean.  Getting past a crony gatekeeper isn’t easy…

Census Bureau re-interviewing thousands of people in Brooklyn

Well, folks, you heard it here first. (Don’t forget that!) Now, let’s hope that the New York news organizations will pick up on the following info. As usual the Census Bureau releases critical information on a Friday afternoon in the summer time hoping that the media mavens in New York are already on their way to the Hamptons and will forget about this by Monday. How much will this operation cost taxpayers? Will the fired officials be charged with crimes? Here’s a Census Bureau Press Release:

Brooklyn Households May Get Additional Visit From Census Bureau

Quality checks reveal work must be redone to ensure complete accurate count

WASHINGTON, June 25 /PRNewswire-USNewswire/ — The U.S. Census Bureau today announced that checks on the quality of some of the work in the Brooklyn North East local census office (LCO) have led to a replacement of the management of that office, and to the judgment that at least 10,000 household interviews will have to be redone to ensure a complete and accurate count.

“I want to stress that our highest priority is to get a complete and accurate count in 2010 for Brooklyn, and while I regret some of the work must be redone, I’m sure the people of Brooklyn share in the goal of getting this right,” said Regional Director Tony Farthing.

Census officials from the New York Regional Office and the Suitland, Maryland headquarters visited the LCO this week following up on concerns raised by some employees in the LCO that the management there was not following established procedures. Senior managers confirmed that a variety of training and processing standards had recently been neglected in the LCO.  The New York Regional Office has replaced the LCO management with two experienced managers who are very familiar with the communities in the affected area. The systematic review of processing steps continues, and may lead to more household re-interviews. A physical inspection of a sample of census questionnaires pointed to a recent breakdown and failure to follow quality standards that must be met by every local census office.

Regional Director Tony Farthing said that the new LCO team will be in the field beginning this weekend to ensure all enumerator interviews are conducted properly and that any suspect interviews will be redone with new interviews of the households. He said he felt confident all the work can be completed before the end of door to door enumeration, but that work would continue until the Bureau is satisfied of the quality.

NY Post’s John Crudele continues war on 2010 Census hiring/firing practices

Last week, we posted that John Crudele of the New York Post has been fighting the Census Bureau over allegations that the Bureau is inflating national hiring rates because workers have been hired and fired for different stages of the 2010 Census. The Census Bureau’s spokesperson Shelly Lowe, has explicitly denied these claims in the comments sections of Crudele’s page and MyTwoCensus.com. But Mr. Crudele feels that his fight is worthy and just, so he has taken it a step further today by posting nondescript stories of people who have contacted him because they have been hired/fired multiple times (full article HERE). MyTwoCensus, at this time, feels that the Census Bureau would not explicitly lie about how they report new hires/terminated workers to the federal government but here are some case studies anyway:

* I was hired four times, counting last year and this. There’s lots of waste and poor management. I’ve wondered about the handheld computer (used by door-to-door workers.) I’ve no idea how many of these were purchased. They were only used last year in one effort and my understanding is there were a lot of problems.

* I’m in south Orange County in Southern California and I’m going door-to-door to people the Census says have not turned in their form. At least 60 percent of the people I speak to swear they’ve turned it in. We are supposed to visit a residence three times. (If we can’t contact anyone) we are supposed to try up to three proxies (neighbors or other people) to get information on a particular resident. So basically your neighbor can report how many people live in your home.

* Everything you reported is absolutely true. I was fired three times and rehired. I earned more going to training classes than (working). Several classmates didn’t get any work after completing training.

* I was hired by the Census on March 16 and my last day was April 19 at the bilingual question answering center in Rome, Ga. We had two days of training, of which one was just to get hired officially as a federal employee. I had a total of two people come by my location and ask a question — costing taxpayers $250 per question.

* I am a Census worker. I, too, can confirm that they are checking and checking. I checked homes that have already been checked by the “enumerators.” The next phase is to go and re-check the checks that we already did twice..

* It’s not much better in Florida. Our first day of training was a total joke. The supposed crew leader knew nothing. She didn’t even open the manual to prep herself. We spent four hours signing six pieces of paper, one of which we signed on the day of the initial test ing. The nightmare didn’t end when we got to the field. No work was available so we would sit in a meeting waiting for work for hours, which went on our timesheet.

Though we are yet to obtain a hard copy of the Inspector General’s report that will be released within the next two hours that details how the Census Bureau went massively over budget during the address canvassing phase of the decennial census, we believe that Census Bureau employees should be held accountable. Without making false accusations,  here is a list of names of people who, according to the positions they hold at the Census Bureau , should be held accountable and punishedmeaning demoted or fired – for this waste (in order of culpability from worst offenders to more moderate offenders…):

1. ASSOCIATE DIRECTOR FOR DECENNIAL CENSUS – ARNOLD A. JACKSON

2. ASSISTANT DIRECTOR FOR ACS AND DECENNIAL CENSUS – DANIEL H. WEINBERG

3. COMPTROLLER -  ANDREW H. MOXAM

4. ASSOCIATE DIRECTOR FOR FIELD OPERATIONS – MARILIA A. MATOS

5.  HUMAN RESOURCES CHIEF -  TYRA DENT SMITH

6. TECHNOLOGIES MANAGEMENT OFFICE CHIEF – BARBARA M. LOPRESTI

7. FIELD CHIEF – BRIAN MONAGHAN

And while these deputies and senior Census Bureau employees are responsible for their actions, they answer directly to three men: Census Bureau Director Robert M. Groves, Deputy Director and Chief Operating Officer Thomas Mesenbourg, and Associate Director For Communications Steve Jost, who are in that order, the three top dogs so to speak at the Census Bureau. Perhaps the man who is most to blame for the widespread failures is Mr. Mesenbourg, who served as Acting Director of the Census Bureau for more than a year before Dr. Groves was installed in office. Mesenbourg continues to oversee an agency filled with miserable and inexcusable performance results, yet he has done little to enact change. Nonetheless, neither Dr. Groves nor Steve Jost should be let slide for these actions. While both of them consistently discuss looking toward the future, they can’t seem to take responsibility for cleaning up the mess that was present at the Census Bureau when they arrived. To play on Shakespeare’s words, “There’s Something Rotten In Suitland!”
