Months ago, I wrote how 2010 Census enumerator bags were popping up on EBay. All of these bags should have been returned when operations were completed. But history tends to repeat itself. A savvy MyTwoCensus reader sent over the following:

Census Bureau Press Release: Nation Achieves 74 Percent Final Mail Participation in 2010 Census

Editor’s Note: The Census Bureau spent $340 million on ads for the 2010 Census…way more than it spent in 2000, while it achieved the same response rate.

Here’s the press release:

The U.S. Census Bureau announced today that 74 percent of households in the United States filled out and mailed back their 2010 Census questionnaire, matching the final mail participation rate achieved in the 2000 Census. Twenty-two states, 1,553 counties, and 278 cities and townships with a population of 50,000 or more met or exceeded their 2000 Census participation rates. The District of Columbia and Puerto Rico also met or exceeded their rates.

The final 74 percent mail participation rate includes an additional 2 percent of households that mailed back their forms after April 27, when the U.S. Census Bureau announced a 72 percent participation rate. While these forms were received too late to prevent a visit by a census taker, they were included in the final tally. “We are very pleased with the public’s response to the 2010 Census, and these results demonstrate that the public stepped up to be counted,” Census Bureau Director Robert Groves said.

Approximately 47 million households that did not mail back a census form by the deadline were visited by census takers in person as part of a series
of operations and methods to ensure as complete a count as possible. The Census Bureau either received a form or attempted repeated visits to 100
percent of the identified housing units in the country. “As the law requires, we look forward to reporting to the nation by Dec. 31 the national and state populations as well as the allocation of seats to each state in the U.S. House of Representatives,” Groves said.
The final mail participation rates for the nation, states, counties, cities, towns and even the neighborhood level can now be found on the 2010 Census website (http://2010.census.gov/2010census/take10map/2010textview.php).

Despite the multitude of scandals and troubles in Brooklyn, MyTwoCensus has learned that a camera crew (presumably a PR team) was sent from the Census Bureau to Brooklyn to prepare for the 2020 Census. Jeez. Anyone have more info on who these folks are and what they are up to? Thanks!

Census Bureau falls short in East St. Louis

$300,000 census promotion falls short in East St. Louis

Only 63 percent of residents mailed in their forms

Despite the investment of more than $300,000 in promotional programs designed to encourage East St. Louis residents to return their census forms, the city had the worst participation rate of any large community in the metro-east.

According to U.S. Census Bureau records, 63 percent of East St. Louis residents mailed in their forms. O’Fallon had the highest return rate of any large city in the metro-east with an 81 percent response rate.

Edwardsville saw 80 percent of residences return their census forms, Fairview Heights had a 79 percent response rate, Granite City had a 78 percent return, 77 percent of Belleville residences and 75 percent of Collinsville households returned their census forms.

Crew leader shot and killed in #Baltimore

This is a tragedy. H/t to Carol Morello of The Washington Post for the following:

A Baltimore man who was working for the Census Bureau has died after being shot while dropping off a co-worker — the first killing of a Census worker on the job this year.

Spencer Williams, 22, died Friday after being shot June 7, according to Baltimore police. He was found inside his car, resting in the median near an intersection, and had multiple gunshot wounds, police said.

Williams was a crew leader responsible for a group of census takers doing follow-up visits to the homes of people who did not mail in their questionnaire by April. Census Bureau spokesman Steven J. Jost said Williams was returning home after driving a co-worker home at the end of the day and was considered to still be on the job. Police and Census officials said the shooting is not believed to be related to the agency’s work.

Since follow-up house calls began in late April, there have been 252 incidents in which Census workers have been harmed or threatened, including 11 times when shots were fired at them and 86 times when they were threatened with such weapons as guns, axes and crossbows.

Let’s hope the person who did this is caught and brought to justice.

Even though spin doctor Steve Jost, tried to Jost-ify the Census Bureau’s failure to pay its employees properly and on time in the comments section of this blog, this latest report from North Carolina details how Congressman Heath Shuler had to step in to enable emergency checks to be issued to Census Bureau employees — checks that are yet to arrive. Thanks to Julie Ball of the Citizen Times for the following:

ASHEVILLE — Some Western North Carolina census workers are still waiting on emergency checks after payroll problems caused some workers to get no or only partial pay this week.

Karla Gay, local census office manager for the city office, said those workers should have the emergency pay by next week, but she could not say for sure when.

“I know that there are people who are living paycheck to paycheck, and it’s very important. I want them to know we are doing everything we can,” Gay said Friday.

Workers who didn’t request emergency pay won’t get caught up on their pay until Wednesday, according to Gay.

“At this point, what we are telling folks really is to sit tight … people will be paid on Wednesday,” said Tony Jones, with media relations for the Charlotte Regional Census Center.

U.S. Rep. Heath Shuler sent a letter Friday to U.S. Census officials urging them to resolve the problem.

Gay said between 5 and 8 percent of 1,100 workers who are doing census work in 11 WNC counties had pay problems, getting either no pay or partial pay Wednesday. She could not say how many of them requested emergency pay.

Of five states covered by the Charlotte regional office — North Carolina, South Carolina, Kentucky, Tennessee and Virginia — the pay problem only occurred in the Asheville and Charlotte offices, according to Jones.

Jones didn’t have an exact count, but said between 1 and 4 percent of the 1,300 workers in Charlotte either didn’t get paid or got only a partial payment.

Census officials have attributed the pay problem to incomplete or unsigned pay sheets and problems with bank account numbers submitted by workers. But at least one worker has said there were no problems with her paperwork.

“We also had challenges here in the office with getting the volume of work in because it came in late,” Gay said.

Unlike the 2000 Census when workers submitted weekly pay sheets, census workers must fill out and sign a pay sheet every day they work. Each individual sheet must then be audited.

Jones said there are people working “24-seven” on nothing but payroll.

Some WNC workers who didn’t get paid have contacted Shuler’s office and U.S. Sen. Kay Hagan’s office to complain about the problem.

Stephanie Allen, spokeswoman for Hagan, said the office is turning the information over to U.S. Census officials.

Julie Fishman, communications director for Shuler, said if census workers are having trouble with their pay, they can call Shuler’s office at 252-1651 and leave their name and the city/town they are working in.

Shuler’s office is compiling the information and will send it directly to Charlotte.

Protectionism 101: Congressman probes why 2010 Census swag is made outside the US

Though I’ve written about waste for some time on this site, only in recent weeks has my attention turned to 2010 Census swag, particularly because I learned that it has been wasted in large quantities. Now,  Massachusetts Congressman Stephen Lynch, a Democrats, want to investigate why so many 2010 Census promotional materials weren’t made in the US of A. Here’s the scoop from the Boston Herald:

An outraged Massachusetts lawmaker is calling for a congressional probe of the federal government’s purchase of foreign-made census propaganda with taxpayer cash, the Herald has learned.

U.S. Rep. Stephen Lynch (D-S. Boston) is requesting an investigation into the spending by the U.S. Census Bureau on the heels of a Herald report revealing that census swag including hats, T-shirts, toys and other trinkets were made in China and Honduras.

“It is deeply troubling that with 10 percent unemployment the U.S. Census Department, whose central responsibility is to locate Americans, could not locate an American company to provide its hats and T-shirts,” Lynch said. “This does not inspire confidence. We have contacted the Subcommittee on the Census and have asked them to investigate.”

The Herald reported yesterday that boxes of census promotional materials distrubuted in Boston were made overseas.

Census officials said that $42 million was spent on 67 million promotional items as part of a $1 billion ad blitz. A Census spokeswoman said the bureau bought the items from 2,300 American companies. She conceded that some of the companies may have bought materials from overseas companies.

Census officials said assembly, embroidery, stitching, silk screening and other craft work was done in America and that all payments were made to U.S. companies.

The flap has infuriated labor union officials, who blasted the federal government for not doing more to ensure that products paid for with American tax dollars were made in the United States.

The census promotional goods were part of a massive effort to encourage citizens to fill out their 2010 census forms. Much of the promotional material was shipped to local government buildings for distribution to volunteers and part-time workers.

As of last Monday, more than 72 percent of Americans had participated in the census by mail, matching the rate from the last census in 2000.

Yesterday, Steve Jost of the Census Bureau wrote the following comment on this site. I am sure you will appreciate my response which is below his remarks:

1. You are mistaken when you write that the 2000 Census lacked a multimillion dollar ad campaign. The 2000 Census was the first to use paid advertising, with a total media buy of $110 million. Adjusted for inflation, that would be $160 million in 2010 dollars.

@Steve Jost – It’s quite fun to fact-check your inaccurate fact-checking. And quite frankly, if you truly believe the following, it scares me that you are the associate director of a statistical agency:

I have not had the time to fully check your “fact-check”, but taking a quick glance at your assertion that $110 million in 2000 was $160 million in 2010, I almost keeled over with laughter about the level of inaccuracy. $110 million in 2000 is equivalent to actually $139 million (and change) today. Don’t believe me?

If you want to fact-check me fact-checking your fact-check, I urge you to consult your buddies at the Bureau of Labor Statistics (http://data.bls.gov/cgi-bin/cpicalc.pl) or perhaps some other folks with a better inflation calculator (http://www.usinflationcalculator.com/) who provided me with this most sound data. Let’s hope the 2010 Census statistics aren’t released to the media in such an inaccurate way.

UPDATE: Census Bureau Communications Director (aka Public Relations/Media Spin Guru) Steve Jost has tried to censor this site by posting a comment in the comments section directing me to be more sensitive with the way I describe things. As you can read in the comments section below, I will not be sensitive, I will report the truth — before any other media outlet does –  as I have done since the inception of this project.

According to Census Bureau Director Robert M. Groves, six employees involved in NRFU operations have been killed (presumably all in car accidents) since April 27. Is taking a 1-2 week job worth your life? Stay tuned for more details from today’s press conference…

The Associated Press reported the following:

The Census Bureau said Monday that six of its workers died in auto accidents in the past week. “When you have 600,000 people, all sorts of bad things happen,” Robert Groves, the bureau’s director, said. Two workers died Friday near Lubbock, Tex., when their vehicle was struck by a tanker truck after they apparently failed to yield at a stop sign. There was a third death in Texas, and others in California, Florida and South Carolina. In the 2000 census, 13 workers died in traffic accidents; another was fatally attacked by a dog.

Official Census Bureau Response To Charges That Ad Agency Traded Ads For 2010 Census Coverage

In response to last Friday’s allegations of improprieties and scandal involving ad agency GlobalHue’s dealings with newspapers, Census Bureau PR man Stephen Buckner provided the following response:

The National Newspapers Publishers Association (NNPA) was actually hired by
DFCB and the Census Bureau last year to handle Black/African American
newspaper media buys.  The request for their members to provide the Census
Bureau with added value originated with NNPA, which was paid $195,000 as
one of the two contracted media buyers for the Black audience.  In fact,
all of the more than 3,800 media outlets selected in the 2010 Census
advertising buy were asked to provide added value, which is a standard
industry practice.  Each media buyer made it clear that this was voluntary
and that each media outlet would get credit for any previous coverage they
may have run prior to the buy.

Black newspapers are receiving about 11 percent of the total ad dollars for
this audience despite media consumption research showing that they only
spend 6 percent of the their time reading newspapers.  About 80 percent of
the media budget is being targeted among popular Black television and radio
programming.

Mindful of taxpayers dollars, the Census Bureau leveraged it’s $133 million
advertising campaign to secure nearly $30 million in free advertising –
all of which is an attempt to increase public awareness and motivate every
household to mail back their 2010 Census forms.  In fact, if everyone
mailed back their form, taxpayers could reduce the cost of the census by
$1.5 billion.

If only the federal government were as responsible with our money as Pepsi is with theirs. The soda giant has been in the Super Bowl ad business for more than two decades. But this year, Pepsi determined it was economically unwise to pay $3 million for a 30-second spot. So, who’s foolish enough to pay for Super Bowl gold-plated airtime? You and me and Washington, D.C.

The U.S. Census Bureau will squander $2.5 million on a half-minute Super Bowl ad starring D-list celebrity Ed Begley, Jr., plus two pre-game blurbs and 12-second “vignettes” featuring Super Bowl anchor James Brown. It’s a drop in the Census boondoggle bucket (otherwise known as the tax-subsidized National Democrat Future Voter Outreach Drive). The Obama White House has allocated a total of $340 million on an “unprecedented” promotional blitz for the 2010 Census. That’s on top of $1 billion in stimulus money siphoned off for increased Census “public outreach” and staffing. In all, the Census will triple its total budget from 2000 to $15 billion.

Ads pimping the Census have already appeared during the Golden Globe awards and will broadcast during the Daytona 500 and NCAA Final Four championships. Some $80 million will be poured into multi-lingual ads in 28 languages from Arabic to Yiddish. Racial and ethnic groups have been squabbling over their share of the pie.

The U.S. census is a decennial census mandated by our constitution. Should Americans know about it? Sure. Should the p.r. budget become a bottomless slush fund in recessionary times? Surely not.

Yet, no matter how you translate it, the Census commercials to date have been an Ishtar-style flop. Global ad agency Draftfcb, based in (Obama’s hometown) Chicago and New York, nabbed a $200 million, four-year contract to oversee the Census Bureau’s direct marketing, online, and offline general market media strategies. The agency hired comedian Christopher Guest to produce “viral” spots. One of the supposedly “humor-driven” videos produced by Guest and commissioned by Draftfcb was uploaded to YouTube a few weeks ago. It has racked up a measly 6,880 views.

“For a once-a-decade project involving every living American, that’s a pretty crummy return on investment,” jeered AdFreak.com’s David Griner. “The video seems to be hampered by the same problem that plagues all campaigns meant to ‘go viral.—i.e., it’s simply not that funny…[T]he joke is a chuckler at best, and dragged out to three minutes, that chuckle gets spread pretty thin.” According to independent Census watchdog Stephen Morse, the feds conducted a total of 115 focus groups in 37 markets across the country before settling on the dud of an ad.

That’s a hell of a lot of focus-grouping to get people to pay a little extra attention to government head-count questionnaires that will be coming straight to their mailboxes, anyway.

Taxpayers are also footing the bill for the Mother of all Government Junkets – a three-month, $15 million road trip by lucky-ducky Census Bureau flacks traveling in 13 buses and cargo vans with trailers. They’ll be partying in New Orleans for Mardi Gras and at parades across the country. In case you were wondering about the anticipated Census Road Show carbon footprint, it’s an estimated 223 metric tons.

But not to worry: The eco-racketeers of an Al Gore-endorsed carbon offset firm called “Carbonfund.org” have become official government “partners” with the Census to offset all the vehicle emissions – and surf off the free publicity to garner more shady business.

As if overpriced TV ads, online videos no one watches, and indulgent, cross-country caravans weren’t enough, the Census Bureau is also enlisting 56 million schoolchildren to pester their parents and act as junior government enumerators. Educrats are spending several billions more on math and social studies lessons peddling the Census. Overzealous Census partners such as the National Association of Latino Elected Officials have distributed recruitment propaganda urging constituents to participate because “Joseph and Mary participated in the Census.” Goodness knows what kind of fear-mongering curricula the kids are being served in the name of counting heads – and shaping the electoral landscape.

“When times are tough, you tighten your belts,” President Obana lectured us. “You don’t blow a bunch of cash on Vegas.” Coincidentally, the Census Road Tour junketeers just wrapped up a visit in Vegas. Next stop? You guessed it: The Super Bowl in Miami. Taxpayers should start crying foul.

9:52 – Question: Why don’t you mention single, unattached people under age 30 as a hard-to-count group?

9:31 – 134 million addresses in the USA. As of now, they are 2% points high, compared to 5% high in the 2000 address…there were more duplicates then.

9:29 – go in pairs, with escorts, in high crime areas (for census enumerators)…

9:28 – safety in america: FBI NAME-CHECK…ALL APPLICANTS UNDERGOING FINGERPRINTING…on criminal history check, any convinces for major crimes such as grand theft, child molestation…etc…”if there are convictions of less serious crimes then the applicant can be hired if they don’t pose a risk to the american public”  – With so many people OUT OF WORK who don’t have felonies, why would you hire felons????

9:26 – Over 3.8 million people are being recruited for 1.2 million through 1.4 million people. 700,000 people working for the largest operation, Non-Response Follow Up from May through July 2010.

9:21 – Complete Count Committees forming…who ensures that there is bi-partisan representation on these 9,100 committees (37 in states). But are they bipartisan and independent?

9:17 – Grovesy talks about the ad campaign that’s getting started. Starting enumeration in Alaska in January. In March, most of the US population receives their forms. April 1 is Census Day (and April Fools Day…ah)…people should return their forms by this day. Otherwise the door-knockers will come knock knock knocking…some talk of reapportionment. In April 2011 the state-redistricting data for local/regional races is distributed.

UPDATE: MyTwoCensus Investigation: Scammers Running The 2010 Census Ad Campaign

UPDATE: MyTwoCensus has been informed that Jay Waite, deputy director of the US Census Bureau, was also involved in procuring these contracts. According to his biography, “Waite is the visionary and architect of the 2010 reengineered census. Using hand-held computers for data collection, a major expansion of technology, will dramatically change the way censuses will be conducted for decades to come.”

Well, what scandal have we stumbled upon this time?

Upon doing some further research into DraftFCB’s massive $200 million advertising/media contract with the Census Bureau, I learned that this firm’s parent company, Interpublic Group was forced to pay a $12 million fine to the SEC for accounting fraud in 2008 and also owns a 49% stake in GlobalHue, an ethnic media PR firm that has been assigned to do the Latino/African-American outreach for the 2010 Census. But back in March of this year, GlobalHue was accused of overbilling the Bermudan government by $1.8 million on a $13 million contract. The Bermudans claim that GlobalHue:

    • Overbilled the account by $1.8 million.
    • Prebilled the government in violation of its own rules.
    • Didn’t keep invoices and billing records.
    • Didn’t return discounts and credits to the client.
    • Used a media buyer, Cornerstone, that charged commissions of  up to 181 percent.

    Have similar problems been going on in America with little oversight? Maybe the GAO and IG’s offices will soon let us know! (For now, click here to download the original accusations from Bermuda. H/t to Jim Edwards of BNET for providing these docs.)

    An confidential source informed MyTwoCensus that New York Congresswoman Carolyn Maloney’s office had quite the hand in procuring this contract for DraftFCB/Interpublic Group/GlobalHue (ironically she accused the Bush administration of trying to sabotage the 2010 Census), so tomorrow we’re going to give them a call to learn more information. Additionally, Steven J. Jost, the Census Bureau’s new Communications Director (he also served in this role when Ken Prewitt ran the Census Bureau during the later Clinton years), has significant ties to Maloney’s office.
